The range of hotel services is becoming increasingly diverse and widespread around the world. People visit hotels not only for accommodation, but also for health-promoting services such as spas, wellness, swimming pools, golf pools and gyms and for conferences.
Hotels, cultural, leisure and entertainment facilities have been targets of terrorist attacks for long and the threat level is constantly increasing. Due to their characteristics, hotels rank high in vulnerability to such attacks. This is very well understood in many hotels and security of guests is well protected. However threats coming from the terrorist use of CBRN agents are considered as a new type of threat and preparedness and response to this type of attack need to be elevated.
For these reasons, we created a project that aims to create prevention, response and consequence management mechanisms and interoperable capabilities, recommendations for equipment and algorithms of cooperation with services in cases of CBRNe act in hotels and conference centres. The main objective of our project is to increase the safety of EU MS society using daily the services hotel and conference centres.
Our project`s team is a group of comprehensively experienced specialists representing various fields of expertise who may share their experience and transmit professional knowledge of dealing with CBRNe risks to the hotels and conference centres. The project represents a novel concept of prevention against CBRNE threats, focused on specific areas which have not been prepared for this type of acts so far.
HOTHREAT aims to address the existing gap in the protection of hotels to CBRNe terrorist threats. Such need has been proved during broad consultation with the end-users, their engagement in the consortium and their interest to introduce the results. The project is prepared in line with EU action plans and the project will capitalize the outcomes and lessons learnt of relevant H2020 or ISFP projects like NEST, Mall-CBRN, SAFE STADIUM and others.
The main objective of HOTHREAT is to increase the safety of EU member states society using the services of hotels and conference centres in regards to CBRNe threats. It will be achieved by conducting comprehensive vulnerability and needs analysis, identifying best practice to elaborate the tailor-made measures for CBRNe protection. The measures include recommendations for prevention, protection and response procedures and equipment, multi-service communication model, programmes for VIP visits, cleaning services, food defence, epidemiology enquire and CBRNe emergency application for mobile devices integrated with AR, and training materials for hotel employees. Involvement of end-users, series of piloting and large scale exercises will allow to elaborate high-quality and well-addressed solutions and ensure project sustainability.
